Loudoun County already permits accessory dwellings by-right on qualifying single-family lots — either inside the main home or as a detached accessory building — without a special-exception hearing. Size is generally the lesser of about 70% of the principal dwelling's floor area or a district cap (roughly 2,500 sq ft in rural areas, 1,200 sq ft in more urban areas). There's generally no explicit owner-occupancy mandate, one ADU per lot under 20 acres, and septic or Loudoun Water sign-off where applicable. Because Loudoun is already largely aligned with SB 531, the 2027 law mainly confirms the $500 fee cap and setback parity.
