Reading between the lines.
Hampton is the newest entrant. After a steering-group process through 2025, City Council unanimously adopted ADU-enabling ordinances on November 12, 2025, allowing accessory dwelling units city-wide. Hampton framed the change explicitly as a response to its affordable-housing shortage.
Because the framework is so new, the practical standards are still settling into the permitting workflow. That is genuinely an advantage for early movers — staff are engaged with the program, and there is not yet a queue.
The siting picture is dominated by two overlays: Langley Air Force Base AICUZ noise zones, which cover a substantial share of the city, and Chesapeake Bay and Hampton Roads floodplain areas that drive finished-floor elevation. Both are constraints SB 531 expressly preserves, so they will still apply after 2027.
