Newport News made a real change in September 2024. Until then, the ordinance flatly prohibited a second dwelling unit on a lot already holding a single-family home. ZT-2024-0003 reversed that, allowing accessory dwelling units across every district where single-family homes are permitted.
Because the amendment is recent and the adopted text is not widely republished, the specific standards — size cap, permit tier, parking — are best confirmed directly with Planning rather than taken from an aggregator. We do that pull at the start of every Newport News project.
Siting constraints are the familiar Peninsula set: AICUZ noise zones associated with Fort Eustis and Langley AFB, plus James River and Warwick River floodplain and Chesapeake Bay Preservation areas. None of these preclude an ADU, but they shape where it can sit and how the foundation is detailed.
